Why are Pokemon cards not allowed in schools?

Schools ban them 'cause they're too fun and addictive, not to mention the envy and drama over who's got the rarest card. It's just easier for schools to keep them out than deal with the chaos they can cause.

From personal experience, schools usually ban Pokemon cards because they can cause distractions during class. Also, sometimes trades or battles between students can lead to arguments or hurt feelings, which teachers definitely don't want to deal with.
