Maybe Bethesda just wanted to keep it simple and make humans the top dog for once in a space game!
Bethesda probably focused on human narratives and conflicts to keep the story more relatable. Who needs aliens when humans are already complicated enough?
Probably a creative choice. Who knows, maybe aliens will show up in some juicy DLC down the line?
