In GTA San Andreas, they let you swim because they wanted to add more realism and versatility to the gameplay. Unlike its predecessors, where water was instant death, San Andreas opened up new mission opportunities and exploration areas by allowing CJ to swim and even dive!

Swimming was added to San Andreas as a much-needed upgrade. Imagine not being able to swim in such a massive game world - it'd be like having a bike without wheels!

Cuz they finally figured out that players might wanna do more than just walk, drive, or fly. Swimming adds a whole new layer to escaping the cops...or just chilling in the water.
