Sometimes the game just glitches out. A quick restart or reinstall might help fix this if all else fails.
Honestly, if you're having this much trouble, just ask your alliance leader! They might have more insight or the ability to move territory around.
You gotta be in Alliance Territory! Make sure your alliance has enough territory claimed and that the spot you're trying to teleport to is within that area.
