I think you're just not there in the story yet. Had the same issue. Push through those missions and the shops will welcome you with open arms.
Gotta progress a bit in the story, my friend! In GTA San Andreas, you can't just walk into any clothes shop from the get-go. Complete a few early missions, specifically until after the 'Nines and AKs' mission. That's when the clothing stores across Los Santos open up for you.
