I was scratching my head over this too, but then I realized I hadn't built enough living quarters for my crew. Check your outpost's setup!
Some players are experiencing a bug that's preventing crew assignments. Restart the game, or wait for an update from Bethesda.
You might not have unlocked the necessary skills yet in the Social tree to assign crew members. Make sure you have the "Leadership" skill to manage and assign your crew to outposts!
Double-check if your outposts have the necessary structures or resources. Sometimes, missing essential components can prevent crew assignments.
