In Starfield, you might not be able to board a ship if you're trying to board one that's hostile or locked to your faction. Try disabling it first with your weapons!

Just not your day! Some ships simply aren't boardable in the game, no matter how hard you try.
Make sure you've upgraded your piloting skills. Sometimes you can't board because you're not skilled enough.
Check if the ship is part of a mission or story. Some ships are just eye candy and not meant to be boarded.
