Make sure you're using the same Microsoft account you used to subscribe. Check if there's an active payment method; subscriptions won't cancel without it.

If you're using a promo or discounted rate, you might have to wait until the period is over. Otherwise, Xbox support should be able to help.

Once, I had this problem and it turned out I had a pending charge. Cleared it up and cancellation worked.
