Sometimes, it's just because Steam is updating its system, and new account creation is temporarily paused. Happened to me once – just waited a few hours and it worked fine after!

Make sure you're not using a VPN or proxy! Steam can block account creation from suspicious IP addresses to prevent spam or fraud.
