Try clearing your browser's cache and cookies, then attempt to deactivate again. Sometimes, it's just a glitch in the system.

It might be because your account is under review or flagged for suspicious activity. If that's the case, you'll need to resolve that with Facebook before you can deactivate it.

I had a similar issue last month, and it turned out I had forgotten to confirm my identity on Facebook. Once I did that, I could deactivate it without any problems!

Also, make sure you don't have any outstanding admin roles in groups or pages. Facebook may not let you deactivate if you do.
