Personally, I had to download all my data first before they'd let me go. Make sure you check all the steps in their guide!
Sometimes, it's just Facebook making sure you really want to leave. You might need to wait a couple of days for your request to process.
Just call their support if nothing else works. They're super helpful and should be able to sort out the issue for you. Happened to me once, and they solved it in a jiffy.
You might be running into issues if you have an outstanding balance on ads or if you're an admin of a group/page. Try clearing those up first!
