It could be because your page is linked to an ad account with outstanding payments. Make sure everything's squared away there first.
As someone who's been there, make sure you aren't trying to delete it from the mobile app – it's way easier on the desktop!
You might not have the right admin permissions. Double-check that your role has the delete page option!
