Double-check if you're following the steps correctly: log in on a computer, go to this page (https://www.instagram.com/accounts/remove/request/permanent), and choose a reason for deleting your account. Follow the prompts!
You might be using the mobile app to delete your account. Try logging in on a web browser and look for the 'Delete Your Account' option.
If you can't delete your Instagram account, make sure you're using the web browser to do it; you can't delete it from the app!
