Items can't be dropped inside most structures. Head out into the open ocean to free up that inventory space.
If you're inside a base or vehicle, you can't drop items. Try going outside to drop your stuff!
I feel your pain! Had this issue too - turns out you need to be outside of your base or vehicle. Give it a try!
