Toasty's the very first boss level in Artisans World. Make sure you've completed all the previous main levels like Stone Hill, Dark Hollow, and Town Square. Once you've done that, the Balloonist should grant you access!

You might be missing another requirement, like collecting a certain number of gems. Check your inventory to see what you need!

Make sure you've rescued the right number of dragons in the Artisans world. If not, the Balloonist might still have you stuck in 'dragon rescue' mode.
