Why Can't I Equip Weapons in Fallout Shelter?
You can definitely equip weapons in Fallout Shelter, but remember, you can only do this with Dwellers. First, make sure you're in the Dweller's inventory screen, then tap on the weapon you want to equip from the list of available items. If you're trying and it's not working, it could be a glitch or you might be trying to equip a weapon that's already in use by another Dweller. Double-check the weapon's status and try again!

U can't equip if it's already in use. Simple.
Only Dwellers can wield weapons. Check your inventory; if a weapon's greyed out, someone else has dibs on it. Pro tip: Equip your best gear for the wasteland explorers and those guarding your Vault door.
Are you sure you're doing it right? Because equipping weapons is as easy as 1-2-3. Go to a Dweller, tap on their profile, and hit the weapon icon. Choose the weapon, and boom, armed and dangerous! Worked fine for me, never had an issue.
