You can't establish an outpost if there are still zombies in the area, so clear those undead first!

Make sure you have enough Influence to establish the outpost and that it's within the slots limit of your base.

I've hit the limit of six outposts before, so check your slots. Had to juggle my choices!

Some buildings simply can't be outposts, try another location.
