You need to walk 10 km with Eevee as your buddy to get Umbreon or Espeon! Make sure to evolve it during night for Umbreon and during day for Espeon.

Make sure you’re connected to the internet; sometimes Eevee gets shy in offline mode.
Rename your Eevee to get specific evolutions! Sparky for Jolteon, Rainer for Vaporeon, and Pyro for Flareon.
Maybe you're just unlucky!
If you can’t evolve your Eevee, it might be because you don’t have enough Eevee candies! Try catching more Eevees or using Pineap Berries to double your candy when catching ‘em.
