Facebook Dating isn’t available everywhere, so you might be out of luck if you're in a country where it hasn’t rolled out yet.
Did you check if your Facebook is up to date? Sometimes just updating the app does the trick.
You probably need to update your Facebook app. Got it working for me after I did that. Also, it’s only available for people 18+.
