It's probably because your device is too old. Fallout Shelter needs a fairly modern operating system to run smoothly.
Just delete some pics of your lunch from your phone to make space, lol. Seriously, storage space issues are often the problem. Check that!
Had this issue before. Turned out my app store had updates pending that needed to be done first. Once I updated my app store, Fallout Shelter downloaded without a hitch.
