You might need to buy the Kombat Pack or Aftermath expansion to unlock Sindel. Check if she's available in the store!

I had this issue too! Turned out I didn't install the DLC properly. Reinstalling fixed it for me.

Sindel is part of the DLC content, so make sure you've purchased and downloaded the correct expansion pack.
