You can't gift on Fortnite if you haven't enabled two-factor authentication (2FA). Enable it in your Epic Games account settings!

Epic Games restricts gifting for accounts that are less than 2 weeks old. So, if you’re new, just wait it out a bit.

Another reason might be that you're trying to gift an item that's not eligible for gifting. Not all items can be gifted.
