Maybe you're not in a region where the Marketplace is available. It's not everywhere!
You might be having issues due to your account being too new, or maybe you violated some of Facebook's commerce policies. Check your Facebook settings and community standards just in case!
I had the same problem, turned out I needed to verify my identity with Facebook. They asked for a selfie and ID, then I was good to go!
