Check if your ping is high. High ping can cause some delay, making it hard to hit people. Try playing at a time when your internet is more stable.
It's a game bug. No, really, sometimes the hit detection just messes up. A restart might help!
You have to aim for the body, not the arms or legs, because the hitbox might be smaller there.
Honestly, I was having the same problem until I realized I just needed more practice with timing and aiming. Keep at it and you'll get better!
