From experience, I needed to update my Xbox console to the latest system update before I could subscribe. Maybe try that?
If you're part of a family account, only the main account holder can subscribe to Xbox Game Pass Ultimate.
You probably have a billing issue or some problem with your payment method. Make sure your card info is up to date!
