Just tap R1 (or right bumper on Xbox) bro, if that doesn't work, you got problems.

Locking on in GTA San Andreas can be finicky sometimes! Make sure you're in the right mode. GTA San Andreas has different targeting modes and you might be in a 'free aim' setting. Check your game settings and switch to a 'lock-on' mode. Also, be sure you're using the right weapon for lock-on; not all weapons support it.

It's all about the settings! You likely have 'free aim' selected. Switch it to 'lock-on' in the options menu. Also, remember, some weapons don't lock on. And keep calm, mate, you'll get the hang of it.
