You might not have the right key bound. Press ESC, go to Options > Keyboard, and make sure '~' is set to 'Open Console.'

Sometimes it's just a matter of restarting the game. Close it and relaunch, and see if that fixes it.

If you have any custom scripts or configs, they might be interfering. Try removing them temporarily to see if the console works then.
