Check if your game is fully installed and updated. Sometimes Story Mode is locked until the installation is complete!

Make sure you're not using a guest profile. Story Mode might be disabled for non-primary accounts.

Could be a corrupted save file. Try deleting the save and starting fresh. It worked for me!
