Why Can't I Register as a CEO in GTA 5?
Just a heads up, you also need to be in a public session to register as a CEO. If you're in a private session or a solo lobby, the option won't be available. Make sure you're in the right type of session before you try to register.

Hey there! So, you can't register as a CEO in GTA 5 if you don't own an Executive Office first. You gotta drop some in-game cash on one of those fancy offices. Check out Dynasty 8 Executive in the game to pick one up. Once you've got your office, open the Interaction Menu, and the option to register as a CEO should pop up. Spend that cash, and start your empire!
Sometimes the game just bugs out. Try switching sessions or restarting the game. Worked for me once when I had a similar issue.
