Starfield doesn't allow you to steal ships to keep the game balanced and ensure everyone has a fair shot at progression. Plus, it adds to the sense of accomplishment when you finally get that shiny new ship!

You can't steal ships in Starfield because it's designed to make you earn your spaceships through missions and resource gathering. Bethesda wants you to work for that sweet, sweet spacecraft!
