In State of Decay 2, you can't threaten enclaves directly. The game encourages diplomacy and teamwork rather than hostile actions against enclaves. If you want to take a different approach, try confronting hostile enclaves in combat instead!

From personal experience, threatening enclaves might sound cool, but it messes with your influence and relationships, so it's not a feature.
