Could also be that your message requests are turned off. Head to Instagram settings under 'Message Controls' to see if that's the case.
Check your privacy settings! Maybe you’ve got them set so only followers can message you. Just go to Settings > Privacy > Messages to double-check.
Honestly, it's probably because you blocked them. Check if they’re on your blocked list under Settings > Privacy > Blocked Accounts.
