Simple: apartments aren’t available in the game. Only houses. Guess we'll have to settle for fancy houses instead!

Been playing RoCitizens for years, and it's always been houses only. Maybe they'll add apartments in the future.

RoCitizens just doesn't offer apartments as an option right now. Might be a great suggestion for the devs though!
