They might have changed their privacy settings so they can only receive friend requests from friends of friends. Stalker detection level: expert.
If you've been blocked by the person, you won't be able to add them. Sorry, bud, looks like you're in the Facebook penalty box!
Maybe that person's account is deactivated or deleted. Ghosts don't accept friend requests, after all.
