The first Fullmetal Alchemist anime, released in 2003, diverged from the manga because it caught up to it really fast. They needed to create an original story since the manga wasn't finished yet!

Anime studios often have to improvise when they catch up to the manga. Fullmetal Alchemist (2003) took its own path to keep the storyline going.

Because it aired before the manga was done, the original Fullmetal Alchemist series had to take some narrative liberties. Essentially, they gave it a unique ending and twists distinct from the source material.
