Madhouse didn't animate One Punch Man Season 2 because of scheduling conflicts and the studio being busy with other projects. The task went to J.C. Staff instead!

From what I've read, Madhouse was too swamped with other anime, so passing the baton to J.C. Staff was the best move.

I believe Madhouse had other commitments. J.C. Staff took over to ensure the anime continued without too much delay.
