Madhouse only handled season 1, and it wasn't uncommon for different studios to take over sequels. J.C. Staff took on season 2 probably due to scheduling conflicts at Madhouse.
Honestly, it's just industry standard. Studios often change from season to season.
Heard Madhouse was busy with other projects at the time. They couldn’t commit to another season.
