Nah, it didn't actually take 25 years. It was just a twinkle in Bethesda's eye for that long. Real development started way later.
I've watched the stars waiting for Starfield! They took their time because Bethesda wanted to deliver something truly epic and groundbreaking.
Starfield didn't actually take 25 years to develop; 25 years refers to how long the concept was kicking around in Bethesda's vault, their 'passion project' if you will! They officially started development after Fallout 4, about 6–7 years ago.
