Target actually paused selling Pokemon cards along with some other trading cards back in May 2021, mainly due to safety concerns. They were worried about the overzealous crowds at stores during restock times, which unfortunately led to some confrontational situations and even threats to staff and shoppers. It was more about keeping everyone safe rather than anything specifically wrong with the Pokemon cards themselves.

They briefly stopped cuz people were literally fighting over them. It was wild, lol. Like, adults camping outside and then turning the card aisle into a mini battle royale. Safety first, so Target was like 'nope' for a bit.
