Cap Marvel didn't snap cuz it's all about the drama, folks! Imagine how less dramatic it'd be if she just flew in, snapped, and dipped. Tony's snap was the tearjerker we all signed up for.

Because it wasn't her role in the story! The writers needed Tony Stark's character arc to come full circle, making his sacrifice the emotional climax of Avengers: Endgame. Plus, Captain Marvel, although super powerful, was new to the audience, and having Tony, a beloved character from the start of the MCU, make the ultimate sacrifice added depth and closure to the Infinity Saga.

Actually, it makes more sense for Tony to do the snap. Captain Marvel might be strong, but Endgame was all about wrapping up the OG Avengers' stories. Tony snapping was poetic justice.
