Genetics are a tricky thing! Not every trait gets passed down, even in the world of ninja.
Boruto and Himawari got lucky with a mix of their parents’ genes, so they didn’t end up with Byakugan initially.
Byakugan eyes are recessive in the world of Naruto. Sometimes you just don't get the cool eyes!
I guess the ninja gene pool decided to keep things interesting by not giving Boruto and Himawari Byakugan from the start!
