NBA 2K usually shuts down roster downloads for older versions of the game to encourage players to buy the latest installment. It's a bit like putting your old toys away to make room for new ones!

If I had a dollar for every time they did this, I could buy some VC! They want everyone playing the new game so they don't have to keep old servers running.

They shut it down because maintaining servers for old games costs money, and they'd rather focus resources on the newest game. Servers ain't cheap!
