New dwellers stop showing up at your vault door in Fallout Shelter because there's an initial rush when you first start, then it slows down. You gotta get more by either breeding your current dwellers or rescuing them from the wasteland. Don't forget Lunchboxes can also give you new dwellers, so keep an eye out for those!

Because the game hates you. Just kidding! But really, it's to encourage you to explore other aspects of the game, like building relationships between dwellers and utilizing the radio room. Diversity in gameplay, yay!

Actually, there's a cap to the number of dwellers who'll just walk up to your vault. After that, you need to focus on expanding your vault's population internally. Breeding and radio rooms are your go-to methods. And remember, patience is key!
