Production schedules and budget constraints often force anime studios to limit the number of episodes in a season. Attack on Titan Season 2 was a victim of this.

I think the creators wanted to avoid filler episodes and give fans a more cohesive storyline. As someone who watched it live, the shorter season kept me on the edge of my seat the whole time!
