Attack on Titan has such terrible weaponry because the story is set in a world with limited technological advancements, mostly isolated from modern innovations. It's like bringing a knife to a titan fight!
Because fighting gigantic humanoid monsters with anything less than medieval weapons would just be too easy and boring!
