It could be because the servers are overloaded or undergoing maintenance. Give it a bit, and try again later!
Make sure your game client is fully updated. An outdated version can create matchmaking issues.
This happens to me when my NAT type is set to 'Strict'. Check your network settings and set it to 'Open'.
