GTA San Andreas might look 'bad' to you because it's an old game! Released in 2004, it was a masterpiece of its time, but graphics have come a long way since then. Plus, it was designed for older consoles, so compared to the ultra HD we're used to now, it's gonna feel a bit like stepping into a time machine.

Graphics ain't everything! Sure, GTA San Andreas doesn't have the shiny, polished look of more recent games, but it's all about that nostalgic charm. The game's focus was on its massive open world, storyline, and freedom, not just on graphics.
