Himawari inherited the Byakugan from her mom, Hinata, who is from the Hyuga clan. Boruto got lucky—or unlucky—depending on how you look at it, and didn't inherit it.

I think it's just the way the genes played out in this case. Even in the ninja world, not everyone gets the same powers.

Basically, genetics can be a roll of the dice! Himawari got Hinata's Byakugan, and Boruto didn't. Happens in real life too!
