Kaneki seems weaker in Tokyo Ghoul: Re because he's suffering from severe amnesia and identity crisis issues. It's hard to be a badass when you barely know who you are!

Honestly, the real reason he seems weaker is because the plot demands it. Gotta keep the story interesting, right? ¯\_(ツ)_/¯

From what I've seen, Kaneki’s mental state is a mess in Tokyo Ghoul: Re. When you're that confused, fighting isn't exactly easy. Trust me, identity crises are more draining than they seem.

He’s not actually weaker; he’s just more conflicted and less aggressive. Give the guy a break, he’s been through a lot!
