Your Xbox might be picking up signals from your TV's HDMI-CEC settings. Try turning that feature off in your TV settings!

The Xbox might be downloading updates. Check your power settings to see if it's set to turn on automatically for updates.

I had this issue and it turned out to be my wireless controller turning it on from a different room. Sneaky controllers!
